Favoritism in California Clemency Process demands reinstatement of old regulation.

Commutations in 2020 by Governor Newsom heavily favor prisoners residing in the Honor Yard at California State Prison-Los Angeles County as well as those who participated in the Paws for Life dog training program. An old regulation would allow all LWOP prisoners to receive a review by the Board of Parole Hearings at specified time periods for consideration for possible commutation, helping to create a more level playing field.
